Though Churchill&#039;s actions as PM hampered constitutional progress in India, he did not play a significant role after the War. The favored option of the Attlee government, the Cabinet Mission Plan, would have left a united India, but failed to get the agreement of the Indian leaders. The plan eventually adopted was proposed by V P Menon, Mountbatten&#039;s Constitutional Adviser. Churchill played no part in the formulation or implementation of this plan.
