The Elongated Man would be out of place, but only because the character was horribly treated and then ignored by recent editors. As much as he has been ignored, he was part o three consecutive incarnations of the Justice league in a span of over 20 years, and he is an essential part to the real supporting cast of Flash. Rebirth is about going back to DC's core values and taking them to the future. Characters like the Blue Beetle II, Plasti Man, the Atom II, Captain Marvel and the Elongated Man are great examples of what was missing. So, yeah, Rebirth should have celebrated them.

As fr a Solo, DC would need ome talented guy looking for an underused character, just like DC did with Moore and Swamp Thing or the Charlton charaters / Watchmen, Gaiman and Sandman, Morrison and Anmal Man of Doom Patrol. Only Ralph has greater potential, as the point where the superhero and the core of the detective genre meet (and remember how successful is that last genre on film, prose fiction, and specially TV). The Elongated Man is inspired by Nick Charles, a deconstruction of the genre by Hammett, but is heavily influenced by his opposite, Sherlock Holmes. Place that in a convertible with a witty wife in a supernatural world full of obscure corners and forgotten characters and you got yourself a classic Vertigo hit.
